If a state does not have a Qualifying Tournament or a team failed to qualify through their State Championship, they may request an At-Large Bid. A team that participated, yet failed to qualify through their State Championship must request and have approval from their State/Area Director, who will forward the request to the National Headquarters. All teams must receive approval from the National Headquarters.
